It means he’s not interested. But he’s saying it in a way that both accommodates you and confuses you. It’s enough to keep you hanging around for a bit, but not enough that you can claim he lied to you or led you on in the end. It also makes him feel like a nice guy because he gave you an answer (however retarded the answer may be). He gets to pat himself on the back knowing that he never promised you anything. But, I mean, “scared to fall for you”?. What is that even about? That’s so dramatic for no reason. No one’s life is interesting enough to use lines like that. Girl, let this one go.
